Default code p1582

about a month ago a took my 97 jetta into emmission testing and it all seemed fine but it fail cause the test returned a code: p1582.
been doing some research on this site and ive already cleaned the throttle body, which i didnt thought it was too dirty at all. after doing so i disconnet the battery for some 20 mins or so. as soon as i started the jetta, there is was, check engine light.
I thought that at least after disconnecting the battery the light was supposed to go aways, if at least for a moment or so.
What else can i do to get rid of this code or at least reset the computer without using any special tools.
