Default 1996 Jetta TDI Diesel with chipped engine

Well I blew the opening thread. The car is not a 1996, it is a 2006!
We recently bought this car.
Previous owner told us the engine had been "chipped" what does that mean? And, what is the best RPM to keep from lugging the engine.

Thats means the ecu has been chipped that controls the engine not the engine itself.

The best rpm to run any engine its at its maximum torque rpm to get the best power and fuel consumption.
