Default 1994 Volkswagon Jetta Radiator Fans not working.

Hey guys today my jetta overheated and im not too positive why, here is what i have figured out so far.

The fans do seem to work but only when the car is off they run than turn off when the safe temp is reached. This means the fans are not burnt out (thank god) but the fans do not run when the ac is turned on or during regular operation. The only reason i am able to drive it short distances is because where i live it is -25 at this time of year. If anyone has some suggestions of where i could start it would be greatly appreciated, i have located the fan relay and the 5 amp and the 20 amp fuses are good on it. Is there something else im missing or is the relay done?
