i'm looking for a GTI at http://www.vwofgardengrove.com and some of their GTI stock says it is PZEV and some don't. i looked it up and it was it was a partial zero-emissions vehicle, and then i read some more and it sounded like it had to be PZEV to be legal in california. is this the case? if so, how come some of the gti's at this dealer aren't?
