Default no power over 2900 RPM

I have a 2002 TDI, when I push it up to 2900 RPM all is OK, then it seems to go into limp mode, kinda.My mechanic cleaned the MAS and got the power back a little bit but at 2900 RPM it goes sluggish. If you turn the key off and reset all systems, the turbo has full power until back to 2900 RPM again the it backs off again. He checked the turbo fins for play and didn't find any

Replace MAS. Cleaning will have minimal effect. The part I believe cost me just over $100 for my TDI 2001 Golf.

is it tru that if you pull the MAF and drive and the performance decreases the sensor is ok and the power loss problem lies elsewhere? I have the same problem with my 00 Jetta TDI. It's frustrating me like crazy. Runs great until I try to pull a moderately steep hill.
