Default kangarooing golf mk4 gttdi 90bhp mode

Hi guys i have a 1999 golf gttdi, ive had it 3 days and its been running great until today. I was in traffic this morning and it started playing up jerking then goin continuously no matter how much throttle i gave it, it just wud not go properly. I pulled over and tried reving it and it wud not go above 4000rpm, if i held it at about 1500 rpm the revs just go up and down on its own with my foot in the same position. I put it on my friends machine and the codes were
16955- cruise/ brake seitch
17654- needle lift censor
so i took it to a specialist in these cars and he said he doubts its the censor, hes never known 1 to go bad. Any ideas lads.
