Piston rings gone???

evening guys,
The car is a golf 4 1.6 of 1999, it has now 85K km on it (that's about 50K miles, im guessing) and it's consuming oil at an alarming rate...
last oil change there was only 1 qt of oil in the sump and it has only done 5000km on it, not sure what the oil was, but i'm guessing Castrol 20w50.
I've been told that this particular engine is known to burn some oil, but at this rate??? when i open the oil filler cap, blue fumes come out, but nothing from the exhaust...
After consulting with a reputable vw mechanic, he advised to swap the engine for a 2.0 beetle engine of american spec, as he says the 1.6 engine will not run more than 100K km when new or even after the rebuild and that's being very optimistic... No such issues with the 2.0 he says , i think it's an iron block engine, whereas the 1.6 is all aluminum.
Rebuild and engine swap cost about the same... What do you guys think?
