I've got a Golf 3 TDK, made in November 1994. It is the European version, and runs here in Norway. It has got an ODB-2 connector. However, does this connector work as a regular ODB-2 past 1996 does?

Yes the connector should be the same its just the code readers that vary slightly. Which code reader do you have?
