Default Left coolant fan wont kick on

My 2001 Golf 1.8T is over heating. I know the culprit is the left cooling fan because it wont kick on while the smaller fan on the right works fine. My question is, what should I be testing? Could it be the coolant fan switch on the radiator that controls both fans or is it more likely the fan's motor is burnt out? I'm thinking it's the fan's motor is burnt out because the smaller fan is working. Thanks for the help.

Update: I jumped the coolant fan control and both fans work.

How do you jump the coolant fan control?
