Default 99' golf break problem

I recently bought a 99 golf. When driving at speeds of 50 plus mph when I depress the beaks lightly and the steering wheel and pedal shake. However if I depress the break pedal hard as if making a quick stop it seems to be just fine. Could this be a problem with my disks or calipers? Please respond. Thank you very much!

You need to get your front rotors turned or the may need to be replaced.
