'97 Golf high-mount brake lights inoperative

'97 Golf high-mount brake lights inoperative
I have a 1997 Golf Trek. The lower brake lights work, but the high-mount brake lights are totally inoperative. We replaced all the bulbs assuming that they were just burnt out, but still no-go. Any ideas? Thanks!
