Need some help to trouble shoot the radiator fan not turning on. They both don't seem to be activating. Obviously I have checked the fuse inside the car and it's fine. Can anyone lend a hand on what to look for? 2000 Cabrio

 

Also note that when the A/C is on the fans are still off. I have found possible cause the thermal switch on the radiator and the Fan control Module by the battery. Does the fact that the a/c being on and NOT turning the fan on basically point to the fan control module as the culprit?
