Default 1988 Cabrio won't start

I changed the steering rack and now the car won't start. I pulled the fuel pump relay and jumpered across the contact and it started. I applied 12VDC across the coil of the relay and checked the contact for fuel pump and there was continuity. Any suggestions

You need to get your motor scanned for any error codes logged in the ecu and post them.

I could be mistaken but I don't believe they had ecu's back in that day.

I changed the relay today and that didn't help. I did notice that when I turned the ignition forward you can feel the relay energize then de-energize again. Checked the ground with a light and it is good. Anyone have any ideas?

It seems strange.
