Default turbo

My 2002 NB at 15 to 55mph is surging about 50 to 100 rpm. Its less noticable at 70. Mechanic originally said it was because the autotransmission needed the oil change. He did that and it didn't solve the problem. He then found a slight amount of oil in the turbos air intake scoop and said the turbo needed changing. Thats $800-$1000approx. Doesanyone here know if he's right? The vehicle hasn't been using any oil between changes. It has about 135,000miles on the speedometer.[:-]
