cooling issues with '00 beetle

Default cooling issues with '00 beetle

hey all, my girlfriends '00 beetle is not holding coolant and it seems to be leaking on the side opposite the timing belt where the water pump isn't. I'm assuming that what I'm seeing is the thermostat and that replacing that gasket would solve my problems. However the radiator fans aren't spinning either. Is there anyone who can tell me whether or not these electric radiator fans are supposed to turn all the time or are they an on demand feature. This is my first experience working on volkswagens so any help would be greatly appreciated.

Sorry I don't have any info where the thermostat housing is located without more info on your motor.

The cooling fan shouldn't run all the time only when the engine or rather the temperature switch gets above a certain temperature.
