Can’t program 2000 beetle immobolizer

Hi just got a 2000 beetle and its great to be back on one of them but my problem is that I got only 1 key with one remote, I manage to buy another one from another source got it programmed but now I face the biggest problem of all the immobilizer does not want to program I contacted the source that I purchased the second remote and he clamed that the dealer is the only one that is capable of programming the immobilizer for security reasons
Any body out there has any concrete solution or any advice for this.

I have a simular problem. I bought a 2003 Beatle and it only came with one key. I got another key but the locksmith can't program it. He is saying there is an electrical problem?
