70 beetle oil cooler leak HELP !!!!

70 beetle oil cooler leak HELP !!!!

I have replaced the oil cooler, adapter plate and seals 3 times no matter what I do it still leaks ! I am at a loss and very frustrated. I even silicone the parts. leaking between block and adapter plate. every thing looks good and clean no burrs. is there a need for a washer between adapter plate and block on end with the one bolt ? that was my next try. thinking maybe not level. any help please

No doubt, Oil Leakage finding is a very complicated job but also need to fixed as well.
