Default importing car from Canada

In order to register my made-for-Canada VW in the USA (2016 Golf Sportwagon), I was told by the EPA that I have to change the instrument cluster, because the speedometer is only in kms. I was told by a local VW dealer in NY that they could do it for $1,600! Then I was told that they couldn't do it, because they're only allowed to replace original parts. I bought a used instrument cluster on eBay, and took it to a local mechanic to put it in. BIG MISTAKE! The car would no longer start. Nothing worked at all. The car was dead. So they replaced the original one, but the car went haywire, all warning lights flashing, no cruise control, no air bags, etc. They accept no responsibility, naturally. Back to the dealer. They can put the car back the way it was for about $2,000, including replacing the ABS control module. HELP!!
