VW Cabrio no power to a/c, speedo,tach,and gas

All at once, per my daughter, our 2002 Cabrio convertible appears to have lost power to the A/C along with the Gas Gauge and speedometer stopped working. I've checked fuses and fuse 11&12 don't have any power to them so trying to track down where this fuse gets it's power although. I don't believe this is connected unless it's coming off a relay that happens to control these items. A/C doesn't even start not does the on/off switch light up. At the same time the brake light is staying on but emergency brake is on. I'm interested in any I and where I might find a list showing where each fuse is getting power as good start would be if anyone knows where power to fuse 11 and 12 comes from.

I have resolved the tach, speedometer and gas gauge. Looks like some oil got onto area where speed sensor is so I use air hose and blew that all out and that's on.

Still no power to fuse 11&12 and a/c doesn't work, no light on switch, no blower nothing. I had an extra relay so switched that out but still won't go. Is there another fuse or power connector for a/c?

Looks like it's fuse 3, 7, 8, 11, and 12 that don't have power.

​​​​​​​Passenger side headlight had light out and while replacing I notice most of the wires are exposed due to cracked coverings, perhaps this shorted something out at same time it blue bulb?
