Default Vanagon won't start when cold

Help Help! Having trouble starting our Westfalia Vanagon when she is cold. We've tried replacing oxygen sensor, replaced cold start temp sensor, changed fuel filter and plugs. She starts and runs well when she is warm but when cold won't start (unless you spray the intake) and then runs rough. Any suggestions will be greatly apreciated. PS We've even taken it to a VW shop and they didn't know what the problem was. Thanks
