Default Turn signals stop working when cold

Hi, I have a 1974 Super Beetle. It isall stock and unmodified except for a Pertronix distributor. The turn signals work fine when the outside temperature is 80 degrees and above. As soon as the temperature drops below 80. They won't work, even after the engine reaches operating temperature. I put in a newalternator and a blinker relay at the fuse box. The hazzard lights work at any temperature.
