i just went out to start my 02 Jetta. dash lights all went on, almost started but didn't turn over. now if i turn the key, dash lights go on, makes a rapid clicking noise. could that be a starter problem? any ideas on costs of repairs? can i jump start it if the starter is shot? thanks for the input
