Default MOT FAIL - Emissions 3 x limit in idle

Can anyone advise a course of action for my Golf GTI that has failed its MOT for emissions being too high?
A dealership has advised it would be a process of elimination starting with replacing the air mass meter and then moving onto the ECU.
An independent mechanic has a run a computer check and it has not flagged anything and i have no alerts on the dash. He believes it’s the ecu that is not working and this would be costly to replace.
Golf GTI 1.8 - Jan 1999 3 Door. 68000 miles. The car has been serviced every year.
