Default dealer can't code ignition key to PCM

I got a spare key made for my 2000 Golf and when the dealer tried to program it the PCM wouldn't accept it. They are telling me it's because the ABS & Air Bag light are on preventing the key from being coded. They want to charge me $141 to diagnose to the codes. I'm just wondering if anyone else has ever run into this problem and what they wound up doing to correct it. I thought they could have deleted the codes and then programmed the key if the ABS & Air bag codes are the problem. Any TSB's on this?
