Default 97 Passat Intermittent starting problems

My son has a 1997 Passat GLX (2.8), the problem is this: he often experience no activity from the starting system when the key is turned, no clicking, nothing whatsoever. After several attempts the car usually starts up. I replaced the starter with a rebuilt one but the problem persist.

I'm thinking that the ignition switch may be the issue, but wanted to check out past experiences here before I start part swapping. I do not have the manual for this year as most know there is something unique about 95-97 repair manuals, hard to come by. Does anyone have a pdf of the electrical portion of the starting system?

Any suggestions will be greatly appreciate.

Bernie
