Default passing ontario safety? floor pan rust repairs

Hi, I've got a Jetta I'm going to be working on with some floor pan rust holes to repair. Several holes, probably as big as 3 inches across. I'm just wondering if anyone has good knowledge of the safety inspections in Ontario (Canada) and what type of repair is acceptable for this type of rust. Several options available from sheet metal pop riveted on and sealed with something (roofing tar has been suggested) to sheet metal patches welded on, right up to full replacement of the floor pan with a new one. I'm looking to hopefully do this myself, and hopefully do this for cheap, but most importantly I need it to be able to pass a safety & get it on the road. Note: I'm not worried about it lasting for 10 years or anything, just the bare minimum to pass. Any info/suggestions would be helpful. Thanks.
