79 fi Beetle AFM Assisted Start
 

I have a 1979 FI Super Beetle with a new engine overhaul. It has run beautifully upon getting good timing, BUT, the only way it will start is by holding the air flow meter paddle open with a dowel. Continuity and voltages tests on the AFM are all normal. Double relay is new. Any ideas on the problem?
