Default Tiguan SEL RNS-510 Navigation Problems

I recently purchased a 2010 Tiguan SEL with the RNS-510 Navigation System. The dealer was unable to load the DVD navigation into the unit. Radio and Sirius works fine.

They told me the DVD was bad and they ordered a new DVD - supposedly an update. A week later, the DVD arrived and the dealer attempted to upload it - after erasing the hard drive. This too did not work. The dealer ordered a replacement RNS-510 Navigation System. I waited two weeks for it to arrive, only to be told it too does not work. I was told the reason is the unit cannot be "coded." Now the dealer is ordering yet another RNS-510 Navigation System. Something tells me there is an issue with the vehicle's computer, not two bad units back-to-back. The dealer also says he has "one" other similar problem with a RNS-510 Navigation System.

Is anyone aware of this problem? Does anyone know what could be causing this? I doubt we had two bad radios.
