On my Golf the heated mirrors are tuned on with the heated rear window switch. Have you checked all fuses?
You need to get your motor scanned (preferably with VAG-COM\VCDS) for any error codes logged in the ecu and post them, that will save a lot of guessing and check systems out.

This may sound dumb. But, how do you turn on the heated side mirrors on a 2019 Tiguan or my Polaris Ranger 1000? I can't seem to find it in the owners manual.
