Rain leaking into cabin

Default Rain leaking into cabin

We park our car on the street, and drive it infrequently. But several tropical storms have come through recently, and when we opened the door last weekend, we found at least 2 inches of standing water INSIDE in the car, and it would not start. The problem apparently was blocked drains clogged by leaves under our hood. The water leaked in under the dashboard and filled the car. Since it fried the electrical system, this repair is going to cost north of $4000 (and insurance will not cover a penny thank you USAA).

This car has gone in to the dealership religiously, and no one alerted us to this potential problem. Especially vexing since there was apparently a Technical Service Bulletin put out onit (870403). Has anyone else had this experience, and have you had any luck complaining to VW about it?
