Heater fuse keeps blowing
 

Hi, I have a 2007 Passat tdi, the 40A fuse on the side of the dash keeps on blowing when I try to operate the fan. I have unplugged and also removed the resistor pack and it still blows. My next move is to unplug the blower motor and try again. Has anyone else had this issue? if so what was the fix?
