Power Steering pump/belt

Default Power Steering pump/belt

My girlfriend's jetta has steering problems and has had them since we got it. Using this diagnosis model it looks to be power steering pump or belt.

Steering is very hard when stationary, but gets easier as you drive. There are no squealing noises. The wheel alignment is also off to the right.

so to me, it seems power steering related and possibly a tie rod thing for the wheel?

Where is the pump and belt in a 98 jetta and how do you diagnose it or get to it? I can see the tank with the fluid, but the pump must be hidden deep in there.
