PLEASE HELP!!! New guy here with 99 Jetta Wolfs

I need some help.
I have a 99 Jetta Wolfsburg edt. that I have owned for a while. I think the clutch is starting to go out as it is all at the top. Not only that, It now has to be babied when taking off from lights so it wont over rev and cook the clutch. Even when I am already rolling and have to downshift to go around someone, it has to be babied into getting up to speed or, again, it will rev high and sometimes starts to smell like burning metal.
It has a bit over 100K now and I have no way of knowing if the timing belt has ever been replaced.
What is the average cost to have the clutch replaced on these incl. the price of parts?
What is the average cost to have the timing belt work done incl. the price of parts?
One other question......I have called VW before when I had to replace the rear shocks and told them I had a 99, they said they needed my VIN number due to it maybe being a 99.5. How do I know what I have so I can order the clutch parts and timing belt? Is there some easy way to tell?

Is your car an MKIII or an MKIV (the previous body style, MKIV or the one before that, MKIII) that's how you tell the difference. Unless you are very mechanically inclined these are a 9 on a 1-10 scale. I have no idea what the dealer would charge for parts but, it is always ridiculously high. And here in Missouri they charge $90 an hour. I hear in California it's $130. If you do it yourself the timing belt is probably 50 to 75. And a clutch, pressure plate and trow out bearing probably about 150. Don't quote me on those prices though.
