No lights at license plate

No lights at license plate
2004 Jetta GL. Bulbs and fuse are OK, but no lights. Ohm meter shows it's not getting 12V when parking light is on. The only power source seems to be coming from left side, going down the left rear brake light area.
The only plug I see is the one that powers parking/brake/backup lights. Is there another plug here that's missing? If you have 2004 Jetta, can you check yours?
