MK4 electrical problem
I own a 2000 VW Jetta 2.0 5 speed. when i bought the car it has a dead man switch hooked up straight to the battery. the dash stays on the tripometer and clock does not turn off when i turn the car off. Which is killing the battery in a day. i have to use the dead man switch to stop it from draining the battery. what can be causing this?

The dead man switch isn't a good idea as all settings are set to default. You need to find this battery drain which is a common thing CAN Bus, which you can Google.
You need to get your motor scanned (preferably with VAG-COM\VCDS) for any error codes logged in the ecu and post them, that will save a lot of guessing.

The dealership wants to charge me $200 an hour to scan it. i have worked for several dealerships before and know how it goes with shops. I actually talked to the technicians and they have never encountered this problem with any jetta.

In the UK dealers charge £60 for a diagnostic scan which doesn't take an hour.
Your saying $200 for a dealer scan so I assume you could be in USA. AutoZone will do a free scan in the hope you buy something of the.
