I own a 2004 Jetta Wagon with I think has the same 1.9 Engine. I feel it is the fuel you are using. Buy your fuel at a reputable dealer or use BP Diesel Supreme in it awhile and see if the smoke dissapears. I kow the diesel @ BP alittle more expensive but you seem to me are using some bad fuel. Mine has never smoked at all. Only at start up and I know my oil is starting to break down and time for a oil change. I just changed my oil using the PROPER oil, ALWAYS use a quality 505.01 oil or Mobil 1 5w-40w or 50w. I just found an oil additive @ Murray's auto for $18.00 minus $3.00 rebate calle Xentx. Works GREAT! I have NO smoke on start up and seems to quiet engine immensely. The fellow about the hose leak might be correct, improper fuel & air mixture would cause this. The mechanic having it on a scanner would pick it up though. If not your air mass flow sensors would be going off. Try the oil change & fuel differance first then go from there! Also a diesel additive about every 4 tankfuls is very useful. I use about 2 ounces avery 4 tankfuls. Diesel fuel needs this for injectors will carbon up!
