2007 Jetta City noise / RPM

I recently purchased 2007 Jetta City manual transmission. When I drive at 130kmh it makes loud noise. It sound like the car is in lower gear, it is in the highest thought. Does anybody have similar issue?
The other question I have is: what is normal RPM at 130kmh. My car is running at about 3900RPM at 130kmh and about 2900 at 100kmh, is it normal?

I am about 2400 at 60mph No issues 67k miles.
Maybe a clutch.
I just bought my car and the dealership put a new clutch in.
