Default 2006 VW Jetta Headlight Question

I have a 2006 VW Jetta 2.0T with factory HID lights. My question is are the inner lights supposed to work? There are 2 outer lights (HID) that work as DRLs and high beams. My two inner lights (non HID) never work. I replaced the bulbs and there was no change. I am confused on this.. big time, why would VW have these bulbs installed from the factory if they are never supposed to work? From what I gathered looking at other posts, the outer 2 lights are high-beam and the inner two are low-beam, not sure if this carries over to factory HID as well?
