2003 1.8t sounds awful

2002 Jetta Issues... 1) soaked driver side front floor 2) Airplane jet ingine noise
Advise me please!,
Im a recently new owner of a 2002 VW Jetta 2.0L, it has 205k mi...
My drivers side front floorboard is soaking wet... I think its after it rains, but not sure thats the only time it happens...
Also, my car use to make this disturbingly loud/different fan noise for 5-10 seconds. Sometimes, when I start it up but definately when i turn the engine off. It sounds like a jet airplane powering down. even after the key is totally removed.... & honestly I dont know how i have missed the sound, BUT Its not making it anymore!!
Do the 2 issues have a common ground.. or ...?
