2000 Jetta not engaging starter motor
 

Have a 2000 Jetta that sat for awhile. Turn key lights go on, no visable alarm(anti-theft),no crank. I tested the starter by jumping across ingition pin and power and it turns over the engine. I did some testing with steps from another forum and they appeared to pass (I only have a volt meter with a dial..so it looks "close" to the correct voltage. I did replace the ignition switch last year with a volkswagen supplied part. Radio is original... does not work and looks like someone punched it. Some forums suggest a link with the radio. Any suggestions are appreciated.
