I have a 1989 GTI that I have had from new. I was going to refresh it, paint, interior bits, etc.

I found a 1990 GTI sans engine that is in better shape than mine. Can I swap my engine and legally license it in California?

Also, is the trans different in the '90 vs. the '89?

It is a Wolfsburg 8v as apposed to my 16v.
