Default Radiator fan drains battery

I have a 96' volkswagen golf 2.0. I have a problem that my car doesnt want to start after sitting a long period of time. But i checked my battery and my alternator and they are good. Also when i jump start it the tail lights and fog lights turn on with out me turning on my headlights. When the vehicle is off after driving it my fan stays on then it drains my battery so i diconnected it when im not using the car. I hope this is a relay problem. What do i do? Thanx
