Default Model Year

Greetings all!!!

Am I right to understand that VW changed the Golf model 1/2 way through 1999?I am looking at a used Golf GLS and the guy states that it is a 1999.5 model. He says that 1/2 were built in Mexico and 1/2 being built in Germany. Does this sound right?

MKIII or MKIV is what I'm asking.

If so how do you tell the difference?

Thanks,

Unless I'm missing something nowhere on the door tag does it show made in Mexico. It doesn't show made in Germany either but the tag does in the upper left corner say Germany AG and in the bottom right say Germany F. G. Any place elsethe information might be?
