My car stopped charging my phone and so I disconnected everything and I replaced the correct fuse, POP! It blew again.

i checked the outlet in the trunk, also dead.
I purchased a new lighter outlet from auto store (universal) but it doesn’t seem to have similar ways to connect. Can I splice the wires and hardwire it together with new light? Only problem is that my car wires are 3 and my new light has only 2, what am I going to do with extra wire? In the middle of removing center consol to fine the root of the problem.

that’s when I found this odd piece just sitting by its lonesome near my handle for my ebrake. Is this important?
