97 Golf Gti motor hesitation?

Unhappy 97 Golf Gti motor hesitation?

I might be buying a car for $1,500! It's really nice!
He said the radio needs to be rewired, which isn't a problem.
3. Motor hesitation when driving. He says it's only when driving at low RPM's.

He replaced all the tires, spark plugs, ignition.

1. starter 2. all 4 tires 3. ecu 4. cat-back exhaust 5. distributor 6. cap and rotor 7. all 4 spark plugs 8. spark plug wires 9. shifter rebuild kit 10. super sport 60/40 cup-kit 11. new smoked out tail lights and dual chamber headlight ( came off a mk3 cabrio ) 12. Paint and body repairs. All parts and work done was done at a professional garage and have every reciete since ive owned the car.
Anyone know what it could be? My friend goes to trade school for auto tech. He says maybe the fuel mixture or type of fuel isn't cooperating with the engine.

I only have $1,700. Do you think it needs a new motor or something!? :O
I've been trying to find a car for so long, and this is my dream car. It's really nice. Manual. Nice exterior.
Anyone find me pictures of the interior of this model and year?

My friends 96 GTI had the same issue, ended up needing major work on the motor, costing him thousands. I'd say save your money and *** and keep looking
