Default Bad idle at cold start, totally frustrated

First off, being new here this is a great looking site. Like the layout. Now for the question...

I have been trying to figure this out and its driving me insane. I don't know much about VW's to start.

White 1994 Golf, 1.8L, Auto, gas

What happens is, when the car starts cold after sitting for a while, the engine wont idle with out keeping my foot on the gas. If I either rev the engine up to 2grand for like 5 seconds, then the car idles or if I shut the car off after running for about a minute and restart it, it runs at idle. There must be something wrong with one of the sensors on the car? Throttle Positioning Sensor?

Previous problems resulted in these new parts:
New wires (old/split arcing)
New plugs (regular maintenance)
New distributor and rotor (wouldn't start all arced)

Any help much appreciated!

Sounds like you've got a failing battery.
