98 Golf Starting Issue

Default 98 Golf Starting Issue

My son just went back into the Military and left me his 98 VW Golf to finish repairs on and sale. The problem is I cannot get voltage from the switch to the starter. I bought a new switch and tried it without sticking it into the steering collum (I could not figure out how to get the old one out) and it would not work. Is there something else I should be looking at? I finally got a hold of a wiring diagram and the circut goes through the alarm control module. To my knowledge this car has not been locked (the key does not fit the door lock) Is there some way to determine if this is the problem?

shouldnt be if it dosnt go off when you open the door
is it manual or automatic transmition?
you could have a bad clutch switch if its manual
early modles needed the seatbelt hooked up but they droped that system on golf/jettaIII modles
