hey guys, i need some advice.

im looking to buy a golf in this age category. i've found one. its a 1990 4 door auto with 240ks on it. he's lowered the price from 400 to 200. the power steering pump is either not working or has an issue. is the pump essential? would this affect passing safety? its not an expensive part if it needs to be replaced. the rest is just cosmetic stuff like a dent in the drivers side door. he said that was really all that was wrong with it. i'm guessing 240ks is pretty low for the age?
