Help: Rear Wheel Bearing metal cover

Our 2002 Cabrio rear wheel bearings broke and fused the race to the spindle and scratched the spindle. I've replaced the spindle along with bearings on new rotors for both sides of the car, however there is a small metal ring/cover that goes on the spindle first and seems to protect the grease seal. The wheel where the bearings were destroyed, damaged this cover. I contacted the dealer and they see it on the diagram, but there is not a part number for the item. It looks like the metal holder for a closet rod.

The inside diameter is 40.7mm, the outside diameter is 60mm and KYO is stamped on the ring. I might be able to salvage the damaged metal cover or machine a new one, but would rather replace it.

Does anyone know where I can purchase new rings?

Update: The part number is 191501639B for ABS and 191501639A for non-ABS cars. These are not available at any US Volkswagen dealers. I contacted an after market parts supplier and they cannot get them. Does anyone know the function? I am assuming to keep dust off the rear grease seal or protect the rear grease seal from the stub axel (spindle) bolts. Does anyone know if I can forgo installing the damaged ring?
