Welcome to the forum. Attachment 2802

You may need a fuel pump and a new fuel filter it depends who diagnosed it needs a fuel pump.

Taking someone with you that has VAG-COM\VCDS might diagnose other faults logged in the ecu.

thanks im going to look more into it because i dont think the dude who owns the car doesnt knows anything about one. i just thought i might ask a pro just to be on the safe side, i have some knowledge but nothing compared to a mechanic.

Jonr,
Buying a used car, even if it's checked over by a pro is a little better than buying "...a pig in a poke." Of course having a professional look at it beforehand is a good thing. But it's a '99 after all. If the engine compression is good, and the tranny shifts ok, it's not banged up, rusted out AND the price is right, go for it. But be advised that you will probably be putting more money into it. It could last you for years without major problems. Or you could go down the road and have the timing belt let go. You just never know. Not knowing how much your paying for it, if a fuel pump is all it needs, go for it. Good luck.
